Purpose :

The Senior Expert – Nuclear Operations & Maintenance (O&M) is a strategic advisory role dedicated to supporting the Customer in achieving full operational readiness in line with international best practices and regulatory requirements for a nuclear power plant. This role will focus on defining, allocating, and implementing all functions associated with plant operations, repair, modification, and maintenance, and ensuring proper organisational implementation and integration. The Senior Expert – Nuclear Operations & Maintenance will work directly with the Client’s leadership and ensure effective coordination with remotely based subject matter experts.

Duties and Responsibilities :

• Lead the development and implementation of an integrated Operational Readiness Plan aligned with IAEA safety standards, licensing conditions, and project schedule milestones.
• Analyse the Customer’s responsibilities under the EPC contract and regulatory framework and map them to operational functions.
• Identify and define all O&M functions, including staffing requirements, roles, and responsibilities within the Owner’s proposed organisation.
• Conduct a gap analysis of the current organisational structure and functional readiness, particularly regarding operations, systems engineering, maintenance, work control, radiation protection, and outage planning.
• Advise on the recruitment, qualification, licensing, and certification needs of operational staff.
• Contribute to the skills and training needs assessment for operational and maintenance personnel and advise on program structure and implementation.
• Develop and review requirements for equipment, tools, maintenance systems, spare parts, consumables, and technical resources, including software and hardware necessary for effective operations.
• Monitor compliance with international codes and local licensing obligations.
• Support the Customer in building robust O&M processes, including technical specifications, plant startup procedures, operational limits and conditions, and event and condition reporting systems.
